How to Contact a Putnam County Inmate
Mail should be addressed to Western Regional Jail, One O'Hanlon Place, Barboursville, WV 25504, using the inmate's name. The WRJ brochure says all mail is photocopied and originals are destroyed, including greeting cards. It also says no stamps, envelopes, or money may be sent through the mail, oversized envelopes are not allowed, and books must come from a publisher or approved company source described in the brochure.
For phone calls, the brochure directs families to Global Tel Link at 1-866-230-7761 to receive calls from an inmate. It also says JailATM is used for money deposits, email, text messaging, and video visitation. Jail staff cannot deliver messages to inmates and the brochure says the jail cannot give exact or estimated release dates or times.
Commissary and Inmate Funds
The WRJ brochure lists JailATM for commissary deposits; users create an account and select commissary. It lists WV Inmate Package or 562-361-5702 for commissary packages. The brochure states friends and family may buy one package per month with a $75 limit, while inmates can spend a maximum of $100 per week on commissary. Property releases are handled at the facility Monday through Friday, 8:00 a.m. to 3:00 p.m.
